Trade Facilitation - Case 3: the Integration of Inspection and Quarantine in Beijing-Tianjin-Hebei Region

The integration of inspection and quarantine in Beijing-Tianjin-Hebei Region is an important move of China (Tianjin) Pilot Free Trade Zone to implement the strategy of Beijing-Tianjin-Hebei region's coordinated development. Under the leadership of the General Administration of Quality Supervision, Inspection and Quarantine, Tianjin Inspection and Quarantine Bureau strives to set up a new platform for inspection and quarantine of the coordinated development of Beijing-Tianjin-Hebei region to develop a new mode of the integration of inspection and quarantine of the Beijing-Tianjin-Hebei region.

I. Main practice

The inspection and quarantine bureau of Beijing, Tianjin and Hebei should strengthen cooperation and by reforming the existing customs clearance mode, regulatory and business processes should create the new mode of the integration of inspection and quarantine including "Three steps", "Two directly", "Four approvals", "Five unifications" and "Paperless", to facilitate customs clearance and to promote the coordinated development of Beijing-Tianjin-Hebei region.

(1) Creating the system of "Three steps" and accelerating the implementation of "Three mutually".

"Three steps" refer to customs declaration, inspection recognition and approval. The customs declaration refers to that the eligible import and export enterprises in the Beijing-Tianjin-Hebei region can choose the inspection site, so that multipoint acceptance and concentrated review can be implemented; inspection recognition refers to that the inspection and quarantine institutions mutually recognize the inspection results based on the regional regulation; approval refers to that the import and export enterprises can choose the inspection and quarantine institution for visa application and approval formalities. After the establishment of Tianjin Pilot Free Trade Zone, according to the actual situation of the inspection and quarantine information construction of Beijing-Tianjin-Hebei region, the information support and business process reengineering should be combined; under the condition that the nationwide data centralization and inter-bureau data sharing is not implemented, the self-choosing of the port entry-goods inspection and approval mode and the regional inspection mode has been realized in Beijing-Tianjin-Hebei region.

(2) Fully implementing the "Two directly" to facilitate the customs clearance of the enterprise.

"Two directly" refers to direct approval of the export and direct customs clearance of the import. For the export goods produced within the region, except for the bulk goods, dangerous chemicals and package, the other products will be discharged directly after the qualified origin inspection and quarantine; except for the origin bureau requiring the necessary risk control measures, Tianjin Port will not carry out inspection and will directly issue a "Declaration form". The imported goods provided with integrated service should be treated with necessary quarantine process in Tianjin Port and then will be directly transported to Beijing and Hebei for inspection and quarantine and supervision.

(3) Promoting the "Five unifications" and striving to get the integrated effect.

The first is to unify the review standard. The integrated working standard of concentrated review is established; the inspection form review standard and monitoring proportion of Beijing, Tianjin and Hebei is summarized; unified rules on warning are issued and the unified implementation of the risk prevention and control measures is realized. The second is to unify the business practices. The consultation mechanism of the relevant departments of Beijing, Tianjin and Hebei is established; the entry and exit special goods and quarantine supervision procedures, import industrial products verification regulation, import and export food inspection regulation, imported vehicles, cotton and other key commodities port work process and basic principles of the administrative penalty discretion have been unified. The third is to unify the risk prevention and control. With the goal of "The issues once found in one region should be notified to three regions for common removing and collective prevention", the unified system of Beijing-Tianjin-Hebei integration of land, air and sea ports public health and safety control, the animal or plant epidemic monitoring system and a serious animal or plant epidemic emergency plan, food inspection and quarantine information reporting mechanism and industrial risk early warning and emergency disposal mechanism are established and implemented. The fourth is to unify the credit management. The good-faith enterprise management measures area reporting mechanism should be established; three regions have mutually exchanged the list of 250 Class AA, Class A and Class D enterprises; the enterprise credit rating evaluated in one region applies to the three regions. The fifth is to unify the statistical rules. The statistical project, statistical caliber and statistical standard under the multiple business modes "Two directly", "Three steps" and "Paperless" business are confirmed and unified; the segmented statistical, unified summary and mutual authentication should be implemented, to ensure that the business statistical data is traceable, comparable and applicable.

(4) Implementing the "Four approvals" based on risk assessment.

"Four approvals" refer to the declaration approval, customs clearance approval, sampling approval and regulation approval, which are established on the basis of risk analysis and classification management. Through the mode innovation and process reengineering, the different approval modes are implemented in view of different objects of regulation and the characteristics of the product, and the proportion of fast approval including the declaration approval, customs clearance approval and sampling approval should be increased.

II. Practical effect

As of 30 September, 2015, Beijing, Tianjin and Hebei completed the inspection and quarantine of 762,000 batches, with the value of USD 125.97 billion. The integrated convenient measures for all kinds of inspection and quarantine benefit more than 20,000 enterprises.

(a) Highlighting the trade facilitation and saving energy and cost for the enterprise.

Three regions implement 112,000 batches of direct export approval, saving 1.7 million hours for the enterprises' customs clearance & logistics and saving the customs clearance cost of about 20 million Yuan; 11,000 batches of direct imported goods are carried out, with the amount about USD 3.73 billion, including 5,273 electronic inspection pieces, to save about 1.9 million Yuan in the aspects of express, warehousing and box demurrage for the enterprises; 1.056 million batches of paperless customs declaration are accepted; the proportion of paperless export of Tianjin Port reaches 95%. According to the measurement and calculation of the pilot foreign trade enterprises, illegal goods inspection can be completed within 1 hour from electronic declaration to the customs approval, saving 1.4 days for material preparation and delivery; the time for legal goods inspection is shortened to 6.5 hours from 2 - 3 days in the process of electronic declaration to customs approval.

(2) Closer regional cooperation improves the efficiency of the inspection and quarantine supervision.

In the construction of inspection and quarantine integration of the Beijing-Tianjin-Hebei region, the coordination mechanism of the extended meeting, working group and liaison officer is established; 10 professional groups are established, to issue 12 job specifications; the regional linkage of inspection and quarantine, risk control, risk early warning and rapid response disposal ability is improved obviously. Joint prevention and control of Beijing, Tianjin and Hebei effectively responds to the outbreaks of major infectious diseases and complete the major international events security work with high quality. Implementation of the reform of inspection and quarantine integration of the Beijing-Tianjin-Hebei region and the backward supervision have further shortened the port retention time of the goods; 0.5 day was saved for the customs clearance; 120 Yuan per case was saved for the logistics cost; the port fast pass rate reached 88%, and the port customs clearance efficiency was improved by 75%; all of these significantly improve the level of the regional trade facilitation.

III. Working thought of next step

On one hand, the cooperation between the inspection and quarantine institutions of Beijing, Tianjin and Hebei should be further strengthened, to develop the integrated business mode of the inspection and quarantine in Beijing-Tianjin-Hebei region.

    On the other hand, the mode direct export approval and direct import pass should be further developed. Currently this model has already become the facilitation measures for inspection and quarantine with the most significant effect on the foreign trade development. Next, the information system will be improved and the convenience degree of the model will be further improved.
